GOVERNMENT OF UKRAINE, UNHCR AND THE COUNCIL OF EUROPE DISCUSS THE NEW DRAFT LEGISLATION OF UKRAINE ON REFUGEES
On 23-24 November 2005 the United Nations High Commissioner for Refugees (UNHCR) and the Council of Europe (CoE) will organize a seminar on “International and European norms and standards related to refugee protection and current legislative developments in Ukraine”. Members of the Parliament, representatives of the Ombudsperson’s Secretariat, President’s Secretariat, Prosecutor’s General Office, Ministry for Foreign Affairs, Ministry of Justice, Ministry of Interior, Ministry of Labour and Social Policy, Administration of the National Border Service, Security Service of Ukraine, State Committee for Nationalities and Migration, regional migration services will take part in the event.

Ukraine will see the 5th celebration of the World Refugee Day this year. During June and July 2005 various events will take place in Kyiv, Odesa, Kharkiv, Lviv, Chernivtsi, Ivano-Frankivsk, Lutsk, and Vinnytsia.

A NEW CENTER FOR REFUGEE STATUS DETERMINATION WILL BE OPENED IN ZAKARPATTIA ON 26 APRIL THIS YEAR
The new Center for Refugee Status Determination Procedure for asylum seekers arriving to Ukraine will be opened on 26 April 2005 in Mukachevo in Zakarpattia region. The construction of the Center was funded jointly by the European Commission (EC) under the TACIS program “Strengthening of the National Asylum System in Ukraine”, the Government of the Republic of Italy and the United Nations High Commissioner for Refugees.

A NEW PROJECT TO DEVELOP EFFICIENT ASYLUM SYSTEM IN BELARUS IS LAUNCHED
In January 2005, the Government of Belarus approved the implementation of a joint EC/UNHCR project aimed at further development of a modern national asylum system. Total project value amounts to 427 307 EUR with the EC financial contribution of 365 000 EUR. The project will be launched in March 2005 and last until April 2006.

LUBBERS URGES EU TO TAKE MORE HOLISTIC APPROACH TO REFUGEES
UN High Commissioner for Refugees Ruud Lubbers today called on European Union countries to improve the governance of refugee problems by concentrating on reinforcing protection in refugees' regions of origin, building greater capacity in transit countries and improving the quality of the EU's own asylum systems.
