UNHCR partners in Belarus

UNHCR Belarus works with the Belarus Government as its main partner providing targeted assistance and training in the areas that demonstrate a lack of capacity and are indispensable parts of the functioning national asylum system. The major Government counterparts include: the Ministry of Internal Affairs, the State Committee of the Border Troops, the Ministry of Justice, and Public Prosecutors' Office.

In recent years, practical cooperation has been enhanced with the regional executive authorities especially in the sphere of integration of recognized refugees. UNHCR strengthened its cooperation with the Ministry of Education, academic and mass media institutions.

At the same time, UNHCR office in Minsk relies on several local NGOs as implementing agencies that complement the role of the Government in such areas as: provision of social services and medical assistance for the vulnerable individual cases, education for refugee children, legal assistance and refugee representation in courts, public awareness building, vocational training and income-generation. Via the regional branches of these NGOs and "Umbrella agency" arrangements, UNHCR manages to render assistance to refugees and ASs nationwide. Although UNHCR's assistance strategy was aimed at connecting refugees to state welfare, educational and medical systems, the role of NGOs has remained vital in terms of bringing additional financial resources and expertise to the areas that cannot be fully covered by the Government due to the difficult economic and social situation in the country, as well as the situation of legal limbo that some of UNHCR's beneficiaries are in.

Governmental partners
UNHCR works with the Belarusian Government as its main partner. UNHCR co-ordinates its activities with various key governmental bodies including the central asylum authorities and its regional migration services,  the Ministry of Interior, the State Committee of the Border Troops and others.

Public associations
During the recent years UNHCR Minsk has fostered strong cooperation with several local NGOs that complemented the role of the Government in such areas as provision of social services and medical assistance for the vulnerable persons of concern, education for refugee children, legal assistance and refugee representation in courts, public awareness building, vocational training and income-generation.

Refugee Community Based Organizations
During 2003-2005 assistance was provided to the three main refugee communities in Minsk, Gomel and Grodno to establish and register formal community organizations.

UN Agencies
Today, the UN County Team in Belarus is comprised of 11 UN organizations, programmes and funds: UNDP, UNICEF, UNHCR, UNAIDS, UNFPA, World Bank, IFC, IMF, ILO, WHO, and UN DPI.

Donors
The cooperation is operational with the IFRC on relevant humanitarian issues.
