Donors
The cooperation is operational with the IFRC on relevant humanitarian issues.
UNHCR maintains its contacts with the OSCE Advisory and Monitoring Group in Belarus, which is mandated to facilitate political dialogue between the Government and opposition, to monitor the human rights situation in Belarus and provide expert advice to the Government in drafting legislation.
Other donors who are involved in refugee sphere through provision of support to NGOs and the Government on a bilateral basis include the ABACELLI, MATRA, and the Swedish Migration Board.

Governmental partners
UNHCR works with the Belarusian Government as its main partner. UNHCR co-ordinates its activities with various key governmental bodies including the central asylum authorities and its regional migration services, the Ministry of Interior, the State Committee of the Border Troops and others.
Public associations
During the recent years UNHCR Minsk has fostered strong cooperation with several local NGOs that complemented the role of the Government in such areas as provision of social services and medical assistance for the vulnerable persons of concern, education for refugee children, legal assistance and refugee representation in courts, public awareness building, vocational training and income-generation.
Refugee Community Based Organizations
During 2003-2005 assistance was provided to the three main refugee communities in Minsk, Gomel and Grodno to establish and register formal community organizations.
UN Agencies
Today, the UN County Team in Belarus is comprised of 11 UN organizations, programmes and funds: UNDP, UNICEF, UNHCR, UNAIDS, UNFPA, World Bank, IFC, IMF, ILO, WHO, and UN DPI.
