Towards a Cities of Solidarity Initiative in Ukraine 20 July 2016

On 20 July 2016, UNHCR will recognize the strong commitment, and the spirit of solidarity, which the City of Mariupol and the Mariupol community and has extended to internally displaced people (IDPs) over the past two years.                                                                          

Mariupol, like many other large cities in Eastern Ukraine, has received a large number of IDPs since the onset of conflict in March 2014.  To date, more than 100,000 people have been displaced to Mariupol. At the onset of the conflict, the engagement by local authorities, volunteer and community based initiatives, and the support by business, media, and faith-based organizations has been remarkable. Today, for many IDPs, the length of time in displacement has passed one year.  Survival in displacement has been particularly challenging for persons with specific needs, including older persons at risk, women at risk, single parents with dependents, and members of minority groups.        

The Forum in Mariupol will bring together internally displaced population, host community, authorities, central government, diplomatic representations, international organizations, civil society, the media, faith-based institutions, business associations, and academia. During the keynote moment of the event, a Framework for Cooperation will be signed between UNHCR, and Mariupol Municipal authorities, in support of shared protection objectives. 

Plenary discussions will be held to analyze jointly the main challenges to the protection of IDPs and other persons in need of national protection today in Mariupol and Ukraine in general, and to identify courses of action to assist the country in the search for appropriate durable solutions, including areas, such as education, housing, livelihood, employment, and health.

During the event, an integration committee will also be launched, consisting of selected members of the host population, internally displaced persons, international and civil society, business and faith community officials, and international organizations. This committee will be co-chaired by authorities and the internally displaced population.

Also during the event,a cultural programme will be organized by the citizens of Mariupol at the theater hall, including musical performances. In addition, a market place will be set up, where local, national and international organizations will be invited to demonstrate their work to the residents and victors.   

Mariupol will be the venue for the first City of Solidarity launch. Other locations targeted for consideration, where best practices in IDP Protection and response are already occurring.

Civil Society Forum on community-based responses to forced displacement in Ukraine

 

   

In December 2015, UNHCR and the University of Kharkiv held a Community-based Organizations (CBO) Forum in Kharkiv bringing together more than 100 organisations, local authorities, United Nations agencies, the media, donors and academia. The event provided a space for stakeholders to discuss community-based responses to forced displacement and the current crisis and to reflect on next steps. This document presents targeted recommendations and advocacy messages to the various groups involved in responding to the situation of internally displaced people (IDP) in Ukraine.

Civil Society Forum "Community and Us: Acting Together"

Since the beginning of the conflict in Ukraine, civil society organizations, have been amongst the first humanitarian responders alongside individuals and government actors. Strengthening civil society and local capacities in Ukraine is considered a strategic priority of UNHCR in its efforts to provide protection and durable solutions to the displaced women, men, boys and girls, in particular the most vulnerable – elderly men and women, and the disabled; and other population groups affected by the conflict.

Taking into account a growing role of civic society in response to the current conflict and displacement in Ukraine, on 3-4 December, UNHCR together with Kharkiv National University and community-based organizations plans to co-host a two-day CBO Forum “Community and Us: Acting Together’ in Kharkiv.

The forum will bring together representatives of national, regional and local authorities, NGOs, community based organizations (CBOs), academia, international organizations, IDPs and general public.

Forum Objectives

1. Provide an opportunity for a wide range of stakeholders to discuss and share their experience and perspectives on community-based responses to forced displacement.
2. Capacity-building of CBOs through a wide range of workshops held by and for NGO/CBOs.
3.  Promote participation of communities through the facilitation of open dialogue between persons affected by the conflict, local CBOs, government actors, academia, UNHCR and other members of the humanitarian community.
4. Facilitate networking opportunities among State authorities, academia, general population, private sector, international organizations, donors, and media.
5. Raise awareness of the impact of forced displacement in Ukraine, needs and conducted response efforts, in particularly raising the profile of the gender and age dimensions, as well as SGBV.
6. Identify and analyze common challenges, best practices and lessons learned, both locally and internationally.
7. Develop a list of recommendations/areas for further studies/research and action.

Forum Agenda

The Forum program provides a range of opportunities for participants to engage and contribute actively to the Forum. The program includes several plenary sessions with invited speakers, expert practitioners and academics to debate the role of community-based responses to forced displacement, lessons learned and ways of cooperation.

Panelists at the Forum will discuss a wide range of issues linked to the displacement, ranging from the experience of local community-based organizations, lessons learned by State actors, and results of the research conducted by academics and practitioners to better understand the various dimensions of the situation in Ukraine, including from a gender and age dimension.

A series of capacity-building workshops will help individual participants and organizations enhance a wide range of skills and competencies, strengthen their knowledge and disseminate information. Participants will have an opportunity to share their experience, network and build foundation for future cooperation in the framework of the Forum.

Participation and registration

The forum will be open for the public, however, pre-registration will be required for workshops due to limited seats arrangement. A wide range of actors is invited, in particular representatives of CBOs across Ukraine; representatives of affected communities; academics; representatives of central and regional authorities; representatives of international organizations and NGOs; media and general public.

Kindly note that participation in the workshops will be on a first come, first served basis. While there is no limitation to the numbers of workshops a participant can attend, we strongly advice to register early as many workshops have a limited number of slots.

Travel and accommodation

UNHCR can provide accommodation and travel grants for a limited number of selected CBO organizations outside of Kharkiv. Grants will cover two participants per organization. If you organization is interested in receiving such grants, please apply using this registration form by Tuesday, November 24.

Organizations are welcomed to send more participants however UNHCR support will be limited to two participants due to existing budgetary constraints.
